Met Mr. Ruppert in Sebastopol CA a few years ago- talked about rail rehab in Peaking Oil era.

More hapenings along these lines, but want to see feedback, this portal is one I am not sure of.

Before the Greatest Ponzi Scheme in the history of civilization- "Globalization", the USA was self sufficient in energy. Were America to once again be energy independent, the resultant diminished pressures on the world energy markets & economy would result in a greatly stabilized community of nations. America in fact has at hand the blueprint for this extraordinary approach to ameriorlating the shaky system- "Second Dimension Surface Transport Logistics Platform"- railways. Maps in America's County archives & Museums show former railway footprint; branchlines, electric Interurban Lines & Streetcar networks that made direct link to grid systems that can be re-instated using renewable electric generation.

Great fanfare about re-inventing the USA Social Security System has receded; why not re-invigorate the discussion with intoiduction of a voluntary account instrument: ENERGY INDEPENDENCE BONDS, a type of Savings Bond, like the WWII War Bonds & Defense Series. There is no doubt that restoration of the rail network, with reach locale by locale that includes victuals markets in every downtown, would ultimately bring along a vast expansion and implementation of renewable electric generation industry, beyond that associated with the rail renaissance.

The localization/village movement has enjoyed the imaginations of Camelot for several years now; time to snap out of the reverie. Take a look at the real village link-up that was at the heart of the US Congress mandate in July, 1838; All Railroads were designated "Post Roads". On a world wide scale, this statutory approach to rail-based transport can be implemented by the Universal Postal Union, in Berne, Switzerland. Back to the USA...

The limited, but nonetheless potent and Constitutionally guided security blanket of Federalism works in the localized economy that in turn, flourishes with the sustainable transport mode provided by railway service, using standard guideway gauge & interchangeable rolling stock. The village concept is only a workable reality when it includes the Commercial & Societal COHESION made possible by railway service, in the Oil Interregnum Era & beyond. These are peak oil requisites; the many lettered personages with their followings must proceed to encourage their respective constituencies to research their own local rail heritage, find the Thomas Bros Maps at the Town Library, and show the local planning establishment where the rails interfaced with downtown warehousing & Farmers Markets. How (track geometry, train/truck interface layouts) is more important than exactly where- in many cases development patterns will require different routes. Planners, you must quickly become rail savvy! Automobile & Truck manufacurers must look at mass producing Electric Streetcars like the 1940's PCC Cars, and tool up for the railway equipment & supplies needed, just as they did during WWII, when auto production gave way to planes, tanks, &... trains.

Post 911DAY reality, weather & energy impacts on food supply, all indicators point to the fact that something extraordinary is afoot... Highway expansion must refocus on maintenance of existing infrastructure, pooling, and redesigning the distribution system around railway interface. "War, Famine, Pestilence, Death" are avoidable, but we must not delay in undertaking an orderly & deliberate shift in transport policy that makes for 100% domestic energy driven transportation. Now, is the appointed time!

It may be that such a (railway policy) program's greatest value will prove to be the sense of purpose and morale-building aspects it shall surely impart to a public anxious and confused by the shifts in hitherto rock-solid assumptions about economic growth and energy supply.
